CGHS Online System Integrated with Bhavishya Portal — What Retiring Employees Need to Know

Every retiring Central Government employee eventually runs into the same small headache: pension papers move through Bhavishya, but the CGHS Pensioner Card — the document that keeps your healthcare cover uninterrupted after retirement — has traditionally needed a separate application on the CGHS Portal. An Office Memorandum issued by the EHS Section of the Ministry of Health & Family Welfare on 17 July 2026 changes that, by technically integrating the two systems.

What the Office Memorandum Says

The OM (F. No. S.11012/1/2024-EHS) states that the Department of Health & Family Welfare and the Department of Pension & Pensioners' Welfare (DoPPW) have integrated the CGHS web portal with the Bhavishya web portal, describing it as "a simplified, paperless and technology-enabled additional facility for processing applications for CGHS Pensioner Cards by retiring Central Government employees."

The word additional is doing important work here — this is a new option layered on top of the existing system, not a replacement for it.

How the Integrated Workflow Works

Under the new arrangement, four things happen that did not happen before:

• Auto-fetched pension data: Approved pension-related details already available on the Bhavishya Portal are automatically fetched to pre-fill the CGHS Pensioner Card application, so the retiring employee is not re-typing information the Government already has.
• PAN as the linking identifier: PAN (Permanent Account Number) is used as the unique identifier for real-time validation and exchange of data between the CGHS Online System and the Bhavishya Portal.
• Card generation tied to the pension process: Once the Head of Office (HoO) verifies the pension forms and the Pension Payment Order (PPO) is generated, the employee completes the prescribed CGHS contribution payment online through the integrated BharatKosh payment gateway — and the CGHS Pensioner Card is generated on the back of that.
• Download from either portal: The approved CGHS Pensioner Card can be downloaded through both the CGHS Portal and the Bhavishya Portal, whichever the retiree finds more convenient.

Why This Was Needed

The OM frames the change as part of the Government's broader digital governance push to improve "ease of living" for retirees and pensioners. In practice, the older process meant a retiring employee had to track two separate applications — one for pension finalisation on Bhavishya, and a second, independent one for the CGHS Pensioner Card — often with the same personal and service details entered twice, and sometimes with a gap between superannuation and the card actually being issued.

By tying card generation to a milestone that already exists in the pension workflow (PPO generation), the integration is meant to close that gap so healthcare coverage does not lapse right when a retiree needs it most.

Is the Old CGHS Portal Route Still Available?

Yes. Paragraph 4 of the OM is explicit: the existing online application process through the official CGHS Portal continues to remain operational, and retiring employees may use either mode — the standalone CGHS Portal application, or the new Bhavishya-integrated route — as per their convenience. Nobody is compelled to switch.

What Ministries and Departments Are Asked to Do

The OM requests all Ministries and Departments to bring this facility to the notice of retiring Government employees under their administrative control, so that the integrated digital platform sees maximum utilisation. Until those are published and the workflow is visibly live on both portals, employees nearing retirement should continue to coordinate closely with their Head of Office and Establishment Section, and can fall back on the existing CGHS Portal application if needed.
